I am delighted to introduce EPS Ltd and the professional services we can provide to you.

 

EPS Ltd was established in 2009 in recognition of difficulties faced by private sector companies negotiating the complexities of public sector procurement. My experience from both a public sector client perspective and over 20 years with various local authorities and 15 years within the private sector with various civil engineering contractors has given me a rare insight into public sector procurement. This motivated me to establish EPS Ltd in an attempt to bridge the knowledge gap and assist private sector companies better understand the requirements of the public sector and at the same time improve awareness within the public sector of the issues faced by private sector companies. This has been a major contributory factor to the success of EPS Ltd and the success of the many companies in various sectors we have assisted over the last nine years by providing business development, bid management and bid writing expertise. 

 

TRAINING

 

In 2015 Engineering Professional Services Ltd secured a three year contract and were appointed by the Supplier Development Programme to their Framework Agreement for Training Providers as external consultants to provide expert public sector porcurement training across Scotland to companies as well as delivering webinars from our Airdrie Business Centre office covering:

I commenced my career with Strathclyde Regional Council's Department of Architectural and Related Services in 1982 in design and construction of local authority buildings specialising in structural steelwork and reinforced concrete design later joining the Department of Roads in 1989 involved in design of bridges and highway related structures. Transferring thereafter to South Lanarkshire Council’s Roads and Transportation Services in 1996 at local authority disaggregation initially within the Structures Section I was invited to join the Procurement Team in 1998. In 2002 I was responsible for the development and corporate roll out of their procurement strategy which included preparation of procurement guidance on selection criteria, weightings, scoring and the appropriateness of single, two and three stage tendering procedures above and below OJEU thresholds and on appropriate price quality assessment splits depending on the nature and type of contracts. At the forefront of South Lanarkshire Council’s first venture into project partnering I facilitated their first Partnering Workshop promoting implementation of NEC3. Having joined Land Engineering [Scotland] Ltd in a bid management role in 2004 I later joined Caley Landscapes Ltd. Thereafter having established EPS Ltd at the depth of the recession in 2009 we were invited to work with MacLay Civil Engineering Ltd. The rise in profile and success MacLay Civil Engineering Ltd subsequently enjoyed is testament to what was achieved and the level of professional procurement service porvided by Engineering Professional Services Ltd. As a result of that success I was appointed as a Director of MacLay Civil Engineering Ltd in 2010 and thereafter Managing Director in 2012 until moving on from the company in 2014. Since then EPS Ltd have delivered business development, bid management and bid writing services to primarily civil engineering companies but as diverse a sector spread as care companies, recruitment companies, taxi companies, sheriff officers to entertainment and fairground attraction companies. Civil engineering and construction however remains our principal focus and area of expertise.  In 2015 EPS Ltd secured a three year contract and were appointed by the Supplier Development Programme to their Framework Agreement for Training Providers as consultants providing expert training across Scotland to companies and delivering webinars from Airdrie Business Centre on using the PCS Portal, completing PQQ and ITTs, seeking feedback from public sector bodies and legal challenges etc.

 

 

 

Ms Olive Leonard

Olive previously held the position of Bid Manager’s Assistant at Caley Landscapes Ltd where she was responsible for sourcing tender opportunities via public sector portals and for completing PQQ’s and with tender Quality Submissions. She is knowledgeable reviewing and interpreting both PQQ and ITT requirements. Having joined EPS Ltd at its establishment in 2009 and working closely with both commercial and operational in various organisations she has been integral to establishing their internal systems and processes to develop their procurement and bid management capability. Olive is experienced in bid managing the tender process interfacing with contract managers and estimators as required including managing technical queries and collating responses and ensuring cognisance is taken of these in submitting tenders. She is also experienced identifying company development requirements and producing constituent elements for inclusion in submissions such as job profiles, case studies and CV's etc. Olive is qualified in Business Administration and is responsible for arranging client appointments and organising all other aspects of the business as our Office manager. To develop civil engineering and construction as her specialist area of procurement she completed her HAUC Supervisor qualification and SMSTS certification in 2012. Olive is a certified internal auditor for ISO 9001, 14001 and 18001 integrated quality, environmental and health and safety management systems.  

 

 

  

 

Mrs Meghan Simpson

Bid Manager

 

 

 

 

 

 

Meghan joined EPS Ltd very soon after our establishment in January 2010 to support our expanding workload and client base. She is experienced sourcing tender opportunities via public and private sector procurement portals completing PQQ and with tender Quality Submissions. Meghan is knowledgeable reviewing and interpreting PQQ and ITT requirements to produce deliverables as well as establishing company processes and procedures in consultation with both commercial and operational staff to develop internal company procurement systems to facilitate downloading and uploading tenders from and to public sector portals including Public Contracts Scotland. She is experienced preparing Construction Phase Health and Safety Plans incorporating Risk Assessments and Method Statements and other documentation to support contract delivery including Health and Safety Files on project completion as well as assisting commercial departments with preparation of bids.  Meghan holds an HNC in Accounting and is qualified in Business Administration and to develop civil engineering and construction as her specialist area of procurement she successfully completed her HAUC Supervisor qualification and SMSTS certification. Meghan is also certified as an internal auditor for ISO 9001, 14001 and 18001 integrated quality, environmental and occupational health and safety management systems and holds a Diploma in Public Sector Procurement. She has operated as Proposals Manager within major civil engineering contractors which have included Advance Construction Ltd as well as Roadbridge UK where she gained experience of various portals including Scottish Powers SRM and Pro-Contract. Later she joined Insulated Render Systems Ltd as Bid Manager. Meghan is responsible for our contract opportunities database at planning pre-tender, tender and contract award stage interfacing and assisting companies subscribing to the service as required. 

 

Gerry Boylan

Gerry joined EPS Ltd having worked with MacLay Civil Engineering Ltd and Bellway Homes. He has extensive experience of site management and setting out and of sourcing public and private sector tender opportunities and uploading and downloading documentation via public sector portals including Public Contracts Scotland. He has been responsible for gaining company accreditations including CHAS and Contsructionline etc. and for collating documentation for company awards including BALI and is an invaluable addition to the team at EPS Ltd where is responsible for all aspects of IT. Gerry completed his SVQ Level 3 in Occupational Health and Safety in 2013 and recently achieved a BSc [Honours] in Construction Management at Caledonian University with distinction. Gerry joined the Chartered Institute of Building [CIOB] as a student member in September 2013. He provides technical input to PQQs and quality submissions for civil and construction contracts preparing RAMS and MS project programmes.
